Description:
Return to Title IV, or “R2T4,” rules outline the process for institutions when a recipient of Title IV aid ceases attendance during a payment period or period of enrollment. The Department of Education is proposing changes to regulations that it says will increase the accuracy and simplicity of performing R2T4 calculations and codify longstanding sub-regulatory guidance that requires institutions to determine that date that a student withdrew from an attendance-taking program within 14 days.

Distance Education
Program Integrity and Institutional Quality Committee (January 2024 to March 2024)
Description: As a part of changes to regulations governing institutions’ offering of distance education, the Department of Education is proposing to create a “virtual location” for institutions that includes all students who are primarily being instructed through distance education to help address the “very limited data” that exists about these students. ED is also proposing a removal of the allowance for distance clock-hour programs to be offered through asynchronous learning.

TRIO
Subcommittee of the Program Integrity and Institutional Quality Committee (January 2024 to March 2024)
Description:TRIO regulations govern the eligibility for participation in the federal TRIO programs, which is currently limited to citizens or permanent residents of the United States and its territories. The Department of Education wants to broaden the regulatory language to expanded eligibility to all students who have enrolled in or plan to enroll in a high school in the U.S., territories, are Freely Associated States.
