Are you looking for an exciting and challenging new leadership position? The Yuba Community College District (YCCD) is seeking an enthusiastic and visionary leader to become the District’s Vice Chancellor, Administrative Services. As a member of a forward thinking District Executive Team, the Vice Chancellor reports to the Chancellor and provides leadership and direction for the administrative services of the District in its rapidly growing, beautiful north central valley region. The area provides a high quality of life, affordable housing, excellent schools, and a central location with proximity to the Pacific Coast/San Francisco Bay Area, the Sierra-Nevada Mountains, the Feather and Sacramento Rivers, California State Universities in Sacramento and Chico, University of California at Davis, and the capitol in Sacramento.

The Vice Chancellor, Administrative Services is a member of the Chancellor’s Executive Team, which includes the Vice Chancellor of Educational Planning and Services and the two College Presidents. As such, the Vice Chancellor plays a key role in maximizing the District’s resources and shaping its future vision to serve students and communities across the region. The position provides leadership for the following Departments: (1) Fiscal Services (2) Facilities Planning (3) Human Resources Development and Personnel Services, (4) Purchasing/Contracts and (5) Police Department. Each department has a Director who reports to the Vice Chancellor.

The Vice Chancellor will have an opportunity to provide direction and leadership for a robust $190 million Facilities Bond Construction Program that is underway, comprising multiple remodeling projects and six new facilities across five college physical sites. A Program Management firm and a full time Facilities Bond Manager are in place to oversee the program, working with the college presidents. The project, on time and on budget, extends 2006-2014, with over a dozen facilities projects currently in the design phase or under construction.

Working with the Chancellor’s Executive Team, and supervising a team of high level Directors, the Vice Chancellor will provide leadership for such areas as the following: fiscal operations of the district, maintaining the Five Year Fiscal and Staffing Plan, continuing a tradition of strong fiscal audits and prudent budget management; advances in safety, security and emergency preparedness initiatives; personnel practices and the management of four collective bargaining contracts that are in year one of three year contracts; administrative procedures under newly revised Board policies; and a current state managed database (FUSION) for facilities planning, supporting Board adopted sustainability principles.

The District has recently transitioned from a single college to a multi-college district with two accredited colleges. The Vice Chancellor, as the Chief Fiscal Officer of the District, will lead efforts in coordinating administrative services within the District to ensure alignment between District and college operations, including effectively refining a new budget allocation model. The District is also experiencing growth beyond the state’s growth funding level, and therefore must implement strategies to assure the institution’s continued financial strength while serving the highest needs of district students and communities. The Vice Chancellor must work effectively within the Chancellor’s Executive Team and supervise a team of highly qualified Directors to accomplish this work.

Minimum Qualification: Master’s degree and one year of administrative experience. Three years experience in increasingly complex management positions strongly preferred. Doctoral degree optional with paid additional stipend.
