Funding Opportunities of Importance to Community Colleges

OVAE has realized the importance of Community and Technical Colleges, stating that they “ play a pivotal role in education and training in the United States and have demonsrated their ability to provide a solid education at a good value, and to function as an important engine of workforce development for local communities”.

The Office of Vocational and Adult Education (OVAE) includes the Division of Academic and Technical Education and the Division of Adult Education and Literacy, which administer funds through competitive grants and state allocations. The divisions have responsibility for funds appropriated under the Carl D. Perkins Career and Technical Education Act of 2006, the Adult Education and Family Literacy Act, and other discretionary funds transferred and allotted to OVAE.

Available Funding Opportunities for Community Colleges under these Divisions Include:

Adult Basic Education Career Connections Project
In October 2007, five local sites received $75,000 each to enhance efforts to assist Adult Basic Education (ABE) students to successfully transition to postsecondary programs and begin careers in high-demand fields. OVAE will provide these ABE programs with training, technical assistance, and access to national experts to plan, implement, and manage career pathways.  Current Community College Participants include:  Bluegrass Community and Technical College (Lexington, KY); Instituto del Progresso Latino (Chicago, IL); Madison Area Technical College, (Madison, WI); and Montgomery College (Wheaton, MD). This competitive funding comes through the Adult Education and Family Literacy Act (AEFLA); However,unlike the AEFLA State Grant Program which allocates funds to the states, the Career Connections awards were awarded directly through OVAE.

National Research Center for Career and Technical Education
The reauthorized Carl D. Perkins Career and Technical Education Act of 2006, continues the Department’s commitment to supporting high quality career and technical education through high quality research. OVAE has invited applications for a new National Research Center on Career and Technical Education, and awarded the University of Louisville (Louisville, KY) a 5-year, $20.5 million grant to create and manage a new National Research Center for Career and Technical Education.

The new National Center is charged with conducting scientifically based research, dissemination, and technical assistance that are most successful in addressing the education, employment, and training needs of students in career and technical education at both the High School and Postsecondary levels. The center will be focusing their efforts on three major components of effective education: engagement, by reducing dropouts and increasing school completion; achievement, by strengthening academic and technical knowledge and skills; and transition, by increasing the movement of students from high school to postsecondary education and ultimately into the workplace.

Native American Career and Technical Education Program
The Native American Career and Technical Education Program (NACTEP) is funded through the Carl D. Perkins Career and Technical Education Act (Perkins) and supports Indian Tribes and Tribal organizations that provide postsecondary career and technical education programs for the benefit of Native Americans and Alaska Natives. 

The NACTEP is a five-year grant program under which twelve tribally controlled community colleges and universities and eighteen indian tribes and tribal organizations were awarded $14,632,000 in Fiscal Year 2006 for the first twelve months of their projects.
The range of awards is $300,000-$600,000.

Native Hawaiian Career and Technical Education Program
The Native Hawaiian Career and Technical Education Program (NHCTEP) is funded through the Carl D. Perkins Career and Technical Education Act. The NHCTEP supports Native Hawaiian projects that provide postsecondary career and technical education programs for the benefit of Native Hawaiians and serves high school and community college projects.    

The NHCTEP is a two-year grant program which awards grants to high school and community college projects that build on the efforts of States and localities to develop challenging academic and technical standards, assist students in preparing for high-skill, high-wage, or high-demand occupations in emerging or established professions, and are designed to provide certificates and/or degrees.  

Under the NHCTEP, 8 grantees were awarded $2,956,000 in Fiscal Year 2007,for the first twelve months of their projects.
The range of awards was $300,000-$500,000.

Perkins Basic Grant Program 
Postsecondary programs within OVAE are funded through the State Basic Grant Program (Title 1) of the Carl D. Perkins Career and Technical Education Act. Annually, $11 billion, the total of State Basic Grant Program funding, flows from the federal level to state agencies and is then made available to secondary agencies and postsecondary institutions. On average, 38 percent of the funding is made available to postsecondary agencies. Because all State Basic Grant Program funding is passed through to the states, community college resource developers are urged to contact their state educational agency liaison and to network with local K-12 school district career representatives. Funding supports curriculum development, academic and career/technical skills, secondary/postsecondary articulation, professional development, and business/education partnerships that promote student achievement.

Tech Prep Education Program
Postsecondary programs within OVAE are funded through the Tech Prep Education Program (Title II) of the Carl D. Perkins Career and Technical Education Act (Perkins). Tech Prep Education Programs combine a minimum of 2 years of secondary education with a minimum of 2 years of postsecondary education in a nonduplicative sequential course of study. Annually, approximately $105 billion, the total of Tech Prep Education Program funding, flows from the federal level to state agencies and is then made available to local consortia of secondary education agencies and institutions of higher education that offer 2-year associate degree or certificate programs. Because Tech Prep Education Program funding is passed through to the states, community college resource developers are urged to contact their state educational agency liaison and to network with local K-12 school district career representatives.  Funding supports curriculum development, integration of academics and career/technical skills, secondary/postsecondary articulation, professional development, and business/education partnerships that promote student achievement.

Ready for College:  Adult Education Transitions Program
The Ready for College: Adult Education Transitions Program (RFC) will identify, enhance, demonstrate, and document promising practices in assisting out-of-school youth to attain the skills necessary to succeed in postsecondary education; to successfully transition to postsecondary education; and to attain a secondary credential. More than $2.8 million was awarded to The Colorado Community College System Foundation (CO); Essex Community College (NJ); North Carolina Community College System (NC); and Kansas Board of Regents (KS).  Collectively, these four grantees, in collaboration with state offices of adult education, will be working with 25 local adult education programs, including 21 community colleges, in four states through 2009.
