Wayne Watson, chancellor of City Colleges of Chicago, testified before the House Ways and Means Committee on behalf of AACC. Watson's testimony was directed toward the inadequacy for community college students of the current financing vehicles in the Internal Revenue Code, including the Hope Scholarship tax credit. Watson outlined AACC's support for H.R. 2458, the Universal Higher Education and Lifetime Learning Act. This legislation would provide much greater support to community college students, in the form of a $3,000 annual tax credit.
