The House Education and Labor Committee has approved H.R. 3221, the “Student Aid and Fiscal Responsibility Act of 2009,” which includes its version of President Obama’s community college initiative, formally known as the American Graduation Initiative. H.R. 3221 provides to community colleges over the next ten years some $8.8 billion in funding. Competitive grants will be made available to achieve broad-based institutional objectives ($6.3 billion, with states being eligible for funds) as well as facilities ($2.5 billion). The legislation could be acted upon by the House as soon as next week. The Senate is not expected to act on its version of the legislation until September.
